Authority and the Gogebic - Iron County Wastewater
Board held their monthly dual meeting yesterday in
the Authority/Board’s Conference Room.
Kim S. Corcoran was seated as a new member of the
Board/Authority as a result of the November 3, 2009
election. Kim joins Kim Mattson, Township Supervisor
as both the second Kim on the board and as the
second female to be seated on the current board.
Mark Bowman the Authority Director advised the
group that he has ordered the first of three sludge
pumps for the facility. All three pumps need to be
replaced at a cost of $10,000 per pump.
Mark, only ordered one pump for the time being as
the old pumps are no longer manufactured. (Story of
our lives). Wisely, Mark will try the new pump on
for size, kick it squeeze it, whatever they do to
sludge pumps. Then, if the new pump fits the needs
of the facility Mark will then order the remaining
two pumps.
The major thrust of yesterday’s meeting was the
selection of a consulting firm to do an assets
management survey of the plant. The spec sheets were
sent out to approximately 12-15 firms. Of those Mark
received replies from six of the firms. At Scott
Erickson’s suggestion, the bids were to be returned
in two separate envelopes. One containing the
proposal and a separate envelope containing the
proposed price quote for the project. The members of
the group would open the proposals and appraise the
responses without knowing the costs. Cool Huh? The
outcome would me measured ultimately by the cost
estimates and other factors. As might be expected,
there was a wide range of both the work proposal and
the cost estimates.
Mark along with Jeff Wasley and two
board/authority members interviewed the respondents.
As a result of the interviews the field was further
reduced to three firms. The board discussed the
three semifinalists each offering their choices and
reasoning behind their decision. The members chose
Donahue/Superior as the firm that they would
re-interview. Donahue, has done work at the plant
before and are very familiar with operation. Their
proposal was focused on what they had personal
knowledge of and applied the proposal accordingly.
After processing routine business the group went
into closed session to discuss personnel issues.
